Nursery Plant Seller-Installer License (Retail or Wholesale)
  What is the purpose of this license?
- To help support the fair and orderly trade of horticulture plants in Washington.
- To help protect the nursery and plant selling/installing industry, as well as the consumer, by ensuring horticultural plants offered for sale are free from infestation by pests and diseases, are properly labeled, and are not otherwise damaged or dying.
- To support research projects which are of general benefit to the nursery industry, as recommended by the Nursery Advisory Committee.

  What activities require this license and who needs to get it?
A nursery plant seller/installer license is required for businesses that:
- Sell or hold live plants or turf for planting, breeding, or decoration.
- Perform landscaping and lawn maintenance which provides planting or installing new plants or turf.
- Wholesale and retail nurseries, growers, and garden centers.
- Landscapers who buy plants to install.
- Landscapers who hold or grow plants for later sale or installation.
- Maintenance companies who install plants for customers.
- Brokers located in Washington who buy and sell, but do not hold plants.
- Grocery and warehouse stores that offer plants for sale.
- Pet and aquarium stores that sell aquatic plants.
- Reforestation companies and contractors.
- Individuals who sell more than $100 worth of plants in a calendar year.
  How do I apply?
Complete a Business License Application and Agriculture Addendum and submit, along with fees, to the Department of Revenue at: http://bls.dor.wa.gov/.
  How much will it cost?
Nursery plant seller/installer license fees are based on gross sales in horticultural plants and whether a person is a retail or wholesale nursery or plant seller/installer. Persons who conduct both retail and wholesale business are required to obtain a license for the class of sales with the highest gross business. For the current fee, refer to the chart listed below:

  Do I need to include anything with my application?
Payment is required with application.
  Is the decision to approve my license dependent on anything besides the information in my application?
Only payment of the licensing fee.
  When will I receive my license?
The application processing is through the Department of Revenue Business Licensing Service. It typically takes 3-4 days to receive your license through the mail, and 24 hours for the Department of Revenue to post your license to their public website.
  How long is my license valid?
1 year from the date of issuance.

  What is the appeal process?
You have the right to appeal the decision in accordance with the Administrative Procedure Act, chapter 34.05 RCW.
