Program Background

The Washington State Department of Agriculture (WSDA) strives to maximize the vendor diversity and quality of the services provided to our clients. All individuals, businesses and community-based organizations are encouraged to compete for business with the department. It is the responsibility of prospective bidders to monitor the agency website or WEBS for newly released documents and updates.

The WSDA contracts and procurement team works with Divisions across the agency to meet the business needs of each of the programs while working within the Washington State Procurement Reform Policies.

COMPETITIVE SOLICITATIONS: WSDA enters into competitive solicitations for goods or services above the Direct Buy thresholds listed above.

DIRECT BUY: The agency enters into direct buy purchases with vendors up to the following thresholds. Payment is made via check or Electronic Funds Transfer (EFT) to all vendors registered with the Washington State Office of Financial Management as Statewide Vendors. Credit card payment is limited only to those vendors who we pay infrequently that are not registered with Washington State as a Statewide Vendor.

- Up to $10,000, excluding sales tax
- Up to $13,000, excluding sales tax with qualified small, Veteran, and OMWBE certified vendors

INTERAGENCY AND INTERLOCAL AGREEMENTS: WSDA works with other local, State, and Federal Government agencies and quasi-State agencies, such as universities, on contracts for a number of reasons such as collaborative research.

MASTER CONTRACTS: Furthermore WSDA utilizes DES Master Contracts for Direct Buy purchases that have been competitively procured for a specific contract term and is available for use across all State agencies.

WSDA is required to post all competitive business opportunities through the Washington Electronic Business Solutions (WEBS) system. We encourage all businesses to register on WEBS.
