Building On-Farm Resiliency Amidst a Changing Climate in NW Shellfish Priority Watersheds

This NW Farm Resilience project equips manure managers with long term planning solutions, adaptive management practices, preparedness resources and will build off and directly support multi-agency and ongoing efforts to monitor water quality, educate landowners to produce results in NW shellfish priority watersheds.

The Washington State Department of Agriculture (WSDA) Nutrient Management Technical Services program provides technical assistance and education to livestock operations, conducts water quality source identification and field monitoring, and promotes long-term planning and adaptive management strategies necessary to protect water quality amidst a changing climate and environment.

 

Dual Mission for Land and Marine Farming


The frequency and intensity of precipitation events in the Puget Sound is increasing in which the transport of soil, plant residues and importantly, fecal coliform and manure pathogens occur more often. These changing climate conditions will continue to have significant water quality implications for safe shellfish harvests. Livestock producers must adapt to farming conditions involving shorter periods of intense precipitation, must plan and must be prepared to make real-time management decisions during the rainy season to prevent pollution.
 

Focus Areas

This NW Farm Resilience project includes the following watershed areas:

• Lower Nooksack River Watershed draining to Portage Bay
• California and Dakota Creek watersheds draining to Drayton Harbor
• Samish River draining to Samish Bay
• Joe Leary Slough watershed draining to Padilla Bay
• Skagit River watershed west of Sedro Woolley and draining to South Skagit Bay
• Stillaguamish River west of Arlington and draining to Port Susan
 

On- Farm Resiliency Components


The NW Farm Resilience project offers various technical services to help producers efficiently manage on-farm nutrients and improve farm management practices that protect water quality. Key components include:
  • Emphasis on manure management systems, storage capacity and rainwater diversion
  • Infrastructure resilience and flood readiness to systematically evaluate on-farm readiness for flooding and climate resilience.
  • Long term and comprehensive nutrient management planning: which helps build resilient farm systems.
  • Effective farm planning with future consideration of precipitation ranges
  • On going local climate resiliency strategy conversations with producers and trusted technical service providers

Resilience Resources


Include:
  • Technical services to discuss containment of on-farm nutrient management solutions and improved agronomic, soil and nutrient management practices
  • 24 hr quick turnaround water quality testing (R- Card®)
  • Planning for uncertain times to prevent future emergencies through improved long-term planning
  • Emergency escalation plan templates for limited manure storage and during a storm
  • Local contact list for resources in case of an overtopping lagoon and/or flood event.

Trusted Partnerships

Through trusted partnerships with the Whatcom, Skagit and Snohomish Conservation Districts (CDs), the WSDA Dairy Nutrient Management Program and CDs aim to improve nutrient management planning, develop adaptive management strategies, and build flood preparedness on livestock farms to support clean water.
