Apple Maggot and Municipal Solid Waste


Municipal solid waste is a commodity regulated under the apple maggot quarantine. It is a host medium for apple maggot as it may contain host fruit such as apple, cherry, hawthorn, pear, plum, prune, or quince (WAC 16-470-111). The apple maggot quarantine has two main requirements for the movement of solid waste from cities and towns:

  1. Waste facilities inside an apple maggot quarantine area cannot ship waste to or through a pest-free area without a special permit.
  2. Waste facilities in pest-free areas cannot accept waste from apple maggot quarantined areas without a special permit.

The municipal solid waste special permit requires that green waste and solid waste are separated. Solid waste may be transported into the pest-free area, however green waste cannot and must stay in the quarantine area.

Waste Facilities


In the Quarantine Area
Waste facilities inside apple maggot quarantine areas may not ship waste to a pest-free area without a special permit. Facilities within the quarantine boundaries may receive waste from both inside and outside the quarantine. 

In the Pest-Free Area
Waste facilities in the pest-free area may transport waste into a quarantined area. However, for a waste facility to accept from a quarantined area, they must obtain a special permit. In order to obtain a special permit, the facility must demonstrate how it will store waste to prevent the escape and spread of apple maggot. Waste facilities in pest-free areas without a special permit must refuse waste from quarantined areas.
