The fees obtained from licensing provide funding for the Plant Services Program, which assists in the fair and orderly trade of horticultural plants in Washington.  Plant Services Environmental Specialists (inspectors) do outreach and enforcement of agricultural quarantines to keep out exotic pests, and provide certification of Washington nursery products for export.   For more information, see our Licensing Requirements (Requisitos de Licencia - en Español) brochure.

A portion of the fees also go to support research projects which benefit the nursery industry and are recommended by the Nursery Advisory Committee.  See Nursery Research for more information.
  • Non-profit garden clubs, charitable and educational organizations and conservations districts are exempt under certain conditions, but they are required to have a plant sale permit.
  • Persons selling only cut plant material or who make plant sales of less than $100 annually are exempted from licensing and permit requirements.
  • Plant sale permit applications are submitted through PISCES.
  • The permit fee is $20.00.
