How can I get a Plant Sale Permit?
Apply for your Plant Sale Permit online using PISCES
- Log in to PISCES (or register for a new PISCES access account if your organization doesn't have one).
- Fill out and submit the Plant Sale Permit Application under Applications/Agreements, under the blue Menu button in the upper left corner of the PISCES homescreen.
- After submitting, print application and mail with payment by check or money order to:

- Once we receive payment, you will get an email from PISCES with your completed permit. You can also log into PISCES and print your completed permit at any time.
Please post your permit in a visible, prominent location at your plant sale. Applications and fees should be received by our office at least two weeks prior to the date of the sale in order to allow time for processing.
Effective January 1, 2025, due to policy changes at the state Office of Financial Management, we are not able to process payment by debit or credit card. We are working to have an online payment portal available in the future.

Who needs a Plant Sale Permit?
In order to sell living plants in Washington State you are required to obtain either a Nursery Plant Seller-Installer License or a Plant Sale Permit.
The Plant Sale Permit is an exemption from our state's licensing requirement for clubs, conservation districts, and educational and nonprofit associations who are conducting no more than three sales per year for not more than four consecutive days. Educational organizations (defined by rule as K-12 schools) have no limit to the number of sales they are allowed per year under this exemption.
Persons making casual or isolated sales that do not exceed $100 annually are also exempt from our state's licensing requirement and do not need to apply for a license or permit.
What do the Plant Sale Permit and Nursery Plant Seller-Installer License fees support?
Fees help support the fair and orderly trade of horticultural plants and research benefitting the nursery and plant-related industry in Washington State.
Inspections help protect the industry as well as the consumer, by ensuring horticultural plants offered forsale are free from infestation by pests and diseases.
Plant Services inspectors also enforce agricultural quarantines to keep out such exotic pests as Japanese beetle and Asian gypsy moth, as well as provide inspection services to allow export of Washington plant products to other states and countries.
A portion of the fees also go to support research projects which are of general benefit to the nursery and plant-related industry and are recommended by the Nursery Advisory Committee. Visit our Nursery Research page for details.
