INFORMATION FOR SUBRECIPIENTS (LEAD AGENCIES)


LFPA provides funding to hunger relief organizations and tribes participating in Food Assistance core programs to support purchases of local food for distribution to rural, remote, and underserved communities. The funding aims to improve supply chain resiliency by supporting local and regional partnerships between socially disadvantaged farmers, producers, ranchers, and underserved communities. LFPA is administered by USDA-AMS and was established in 2022.

Quarter 3 reports (July-September 2025) are due on October 20th.

Year 3 Data (July 1 2024-June 30th 2025) has been compiled and will be published under "Program Impact" here.

Quarterly Office Hours

  • WSDA FA hosts quarterly office hours for LFPA subrecipients. The information shared in these meetings varies based on what is currently happening in the LFPA program. 
  • Subrecipients are encouraged to attend and bring their questions, comments, feedback, and more.
  • ​The next Office Hour will be held in October. It will be focused on spend-down plans to ensure all remaining funds have been spent by December 31st. Meeting details will be sent via email.

Reporting

  • Find all of the documents you need for invoicing and quarterly reporting under LFPA's Forms and Publications.
  • For the narrative portion of LFPA reporting, please be prepared to answer the following questions:
    • What successes have been realized and/or lessons learned?
    • What difficulties/challenges did you encounter?
    • What solutions did you come up with for the difficulties/challenges?
    • What are your planned activities for the next quarter?
    • If you have any stories about the impacts of LFPA on producers, please share them.

Connecting with Local Farmers/Distributors

Unique Entity IDs for Farmers

  • Farmers and distributors who sell through LFPA must have a Unique Entity ID (UEI) number. A UEI is a unique nine-digit identifier for those who do business with the federal government. Since LFPA is a federally-funded program, it thus requires a UEI number.
  • ​UEI numbers are free and can be obtained through SAM.gov

  • Success stories from lead agencies are an impactful way to share about LFPA with legislators. They help communicate the importance of LFPA for farmers, hunger relief orgs, and community members.

Ways to Connect with Food Assistance

Meetings:

Lead Agency Check-In Meetings
Food Assistance holds regularly scheduled check-in meetings for Lead Agencies. FA staff and stakeholders provide program updates, reminders, and seek input. This is one of the primary avenues for Lead Agencies to ask program questions, network and share challenges and opportunities with FA staff and their peers. It is a great opportunity for Lead Agency staff regardless of experience level to remain up to date on program development and changes. These meetings are typically held the first Friday of the month. If you are a Lead Agency and want to join, contact foodassistance@agr.wa.gov or your regional representative. 

General Focus Check-In Meetings
WSDA's Food Assistance team hosts monthly check-in meetings to provide up-to-date information, resources, and support for hunger relief organizations. This virtual meeting is hosted on Microsoft Teams and is open to anyone who wants to learn more. Food Assistance Advisory Committee Meetings
The Food Assistance Advisory Committee (FAAC), which is part of the Washington Food Coalition (WFC), plays an important role in shaping how WSDA Food Assistance programs provide the most value to the food assistance provider network and to those whom they serve. The FAAC meets a minimum of three times a year and as needed by request of the Chair of the FAAC. All providers, including food banks, food pantries, tribal voucher providers and other community partners have been encouraged to attend. The WFC posts notes and information while maintaining the email and invite lists for Committee meetings.
