Semi-Annual and Annual Fertilizer Tonnage Report
  What is the purpose of this report?
All licensees and registrants are required to report tonnage, regardless of the amount of fertilizer/lime distributed or whether inspection fees are owed. This report must be filed regardless of the amount distributed. If you distribute less than 100 tons in a 6 month period you can report annually by filling out the forms 4330 series. You must sign the affidavit on the form 4330.
  What activities require this report and who needs to submit it?
There shall be paid to the department for all commercial fertilizers distributed in this state to non-registrants or non-licensees an inspection fee of twenty cents per ton of lime and thirty-five cents per ton of all other commercial fertilizer distributed during the year beginning July 1st and ending June 30th. Distribution of commercial fertilizers for shipment to points outside this state may be excluded. When more than one distributor is involved in the distribution of a commercial fertilizer, the last registrant or licensee who distributes to a non-registrant or non-licensee is responsible for paying the inspection fee, unless the payment of fees has been made by a prior distributor of the fertilizer.

  How much do you owe?
There is a tonnage-based inspection fee of .35 cents per ton on fertilizer and .20 cents per ton on lime. The minimum inspection fee is $25.00 for semi-annual and $50.00 for annual reports if you are required to pay an inspection fee. Tonnage inspection fee for "Zero Reports" are $12.50 for semiannual reportrs and $25 for annual reports.
  When do I need to submit a report?
Semi-annual reports must be submitted every six months. The renewal report is emailed out the second week of June and December for Semi-Annual. (January - June tonnage reports are due in the office by July 31st. July - December tonnage reports are due in the office by January 31st.) Annual reports must be submitted every 12 months. The renewal report is emailed out the second week of June for Annual (July - June tonnage reports are due in the office by July 31st.) Companies that fail to submit a report will be sent a delinquent notice. Any company submitting a late report is subject to late fees.   What is the legal authority?
The requirements for tonnage reporting is found in Fertilizer, Minerals, and Lime Act (Chapter 15.54 RCW). It is a misdemeanor for any person to divulge any information provided under the RCW that would reveal the business operation of the person making the tonnage report.
