Plant Sale Permit
  What is the purpose of this permit?
The Plant Sale Permit is an exemption from our state's licensing requirement for clubs, conservation districts, and educational and nonprofit associations who are conducting no more than three sales per year for not more than four consecutive days. Obtaining a plant sale permit notifies WSDA of intended sales and provides an opportunity for inspection to minimize the spread of harmful plant pests and diseases.
  What activities require this permit and who needs to get it?
Organizations who qualify for an exemption from the nursery plant seller/installer license requirements by being a club, conservation district, or nonprofit association that is conducting no more than three sales per year for not more than four consecutive days. Educational organizations also qualify for the exemption, but are not limited to only three sales per year.
  How do I apply?
Applications can be submitted online via PISCES: http://fortress.wa.gov/agr/pisces/PlantServices/Login/Login.aspx. Payments cannot currently be processed online, so please mail your payment to: WSDA Plant Services Revenue, PO Box 42591, Olympia, WA 98504-2560.   How much will it cost?

  Do I need to include anything with my payment?
Your organization's name and the account number referenced in your PISCES application and invoice so that we can match your payment with the correct application.
  When will I receive my permit?
Your permit will be completed and delivered to you by email or available to print from PISCES after application and payment are received by Plant Services program staff. The average permit application completion time in 2024 was 8 days from application submission to payment receipt. The average permit decision time in 2024 was 3 days from receipt of payment to delivery of the permit.

  How long is my permit valid?
The permit is valid for the dates of the sale specified on the application only.
