The effective date of the updated C&T rules has been changed from October 2025 to January 1st, 2026.

Aerial Pest Control - NEW Licensees that make aerial applications, including by drone, airplane, and helicopter.
Dealer Recordkeeping Pesticide dealers and distributors.
Definition of Use All pesticide users, including those who mix, load, transport, clean equipment, or dispose of excess pesticides and wash waters.
Direct Supervision Requirements All pesticide users who may supervise or be supervised while using federal restricted use pesticides.
Insect and Disease Control - Merged Licensees who perform outdoor insect and disease control including ornamental and agricultural situations.
Limited Specialty Categories - Redefined Licensees with the following categories: Post-Harvest Treatment of Fruits and Vegetables, Structural and Turf Demossing, Stump Treatment, Cooling Tower, Interior Plantscaping, and Sewer Root Control.
Potato Sprout Inhibitor and Post-Harvest - Merged Licensees with Post-Harvest Treatment of Fruits and Vegetables or Potato Sprout Inhibitor categories.
Public Health Pest Control - Redefined Licensees that currently have the Public Health category or use pesticides to control public health pests.
Space Fumigation - NEW Licensees who use any non-soil fumigants, including those with the current Private Applicator, Fumigant, Stored Grain, PCO General, PCO Structural, Pest Animal, and Sulfur Dioxide (SO2) exam categories.
Vertebrate Pest Control (Pest Animal) - Redefined Licensees who use pesticides to control vertebrate pests including those that have Pest Animal or PCO General categories.
Weed Control - Merged Licensees who perform weed control including ornamental, agricultural, and right-of-way situations.


C&T IMPLEMENTATION TIMELINE
January 2023 Proposed statute changes presented at 2023 legislative session
April 2023 SB 5330 passed and signed
October 2023 Began rule change process
October 2025* Anticipated completion of rule change process.
Effective date January 1, 2026

January 1, 2026 New rules effective. Phased implementation based on recertification cycle
December 31, 2030 All WA licensees expected to meet new requirements.
