How can I get a Phytosanitary Certificate to export plants?
Phytosanitary certificates are issued through either the WSDA certification and billing system PISCES (for domestic shipments) or the USDA website PCIT (for foreign exports). Contact the Environmental Specialist in your county to schedule an export inspection. You must create accounts in both sites in order to submit an inspection application. WSDA services are billed through the PISCES system. If your business has an active Nursery Plant Seller/Installer or Christmas Tree License; and the inspection is for horticultural plants or cut Christmas trees, then the Nursery Plant Seller/Installer Licensee fee schedule applies (RCW 15.13). RCW 15.13.250 defines 'horticultural plants" as any horticultural, floricultural, or viticultural plant, or turf for planting, propagation or ornamentation growing or otherwise. The term does not apply to potato, garlic, or onion planting stock or to cut plant material, except plant parts used for propagative purposes.What information is required for a phytosanitary application?
- Business name, address, and contact information of the applicant
- Location where commodity is to be inspected
- Requested date of inspection (must be scheduled directly with inspector)
- Name and address of the exporter (may be same or different from the applicant)
- Name and address of the consignee
- Common and scientific name of the plants/plant products
- Quantity (number of each type of plant, board feet/cubic meters of timber, etc.)
- Type of commodity (bare-root plants, lumber, tissue culture, etc.)
- Number and description of packages
- Distinguishing marks, if any (container numbers, stenciled labels, etc.)
- Place of origin
- Means of conveyance (ocean vessel, truck line, rail car, etc.)
- Declared point of entry
