Endangered Species Bulletins

The Environmental Protection Agency (EPA) plays an important role in implementing the Endangered Species Act (ESA) by overseeing the registration of pesticides. This includes ensuring the use of pesticides does not harm listed species or critical habitats. One way that EPA meets its obligations under the ESA is through online Endangered Species Bulletins which serve as an extension of the pesticide label. 

What are Bulletins?


Endangered Species Bulletins are an addition to some pesticide labels, requiring pesticide users to retrieve a Bulletin online. Bulletins show geographically specific areas where additional pesticide restrictions take place to protect listed species and their habitat. If a pesticide application falls into a highlighted area or Pesticide Use Limitation Area (PULA) limitations may apply such as application area, timing, or mitigation measures.

If the pesticide label instructs you to obtain an Endangered Species Bulletin then you must go to the Bulletins Live! Two website and obtain a Bulletin before pesticide application. Endangered Species Bulletins are an extension of the pesticide label and are enforceable. Bulletin requirements are included under the “Directions for Use” section of the label.

FAQs

What if the "Printable Bulletin" button does not turn green? How do I print a Bulletin? 

If a portion of a PULA is within your application area, you must click within the PULA to get the “Printable Bulletin” button to turn green.
If the PULA is not within your application area, you have two choices:
  1. You can zoom in until your entire application area is displayed on the map and no PULA is showing. The “Printable Bulletin” button will turn green.
  2. Click within the PULA. The “Printable Bulletin” button will turn green. Follow the instructions in the Bulletin. Since your application area is outside of the PULA, the instructions in the Bulletin will not pertain to your application.

When does the Bulletin process become effective? 

Bulletins are in effect now. If your label directs you to obtain a Bulletin, you must go to Bulletins Live! Two and get the Bulletin. Registration Services has approved revised pesticide labels with Bulletins language on them and they are beginning to enter the channels of trade. 

How early (or late) can I obtain a Bulletin? 

You can obtain a bulletin no earlier than 6 months before the month you intend to make the pesticide application. You can also obtain a Bulletin immediately before your pesticide application month. Remember that the Bulletin must be dated for the month you are making the pesticide application.
