Per state regulations, moving yard waste, plants, and soil out of the quarantine zone is restricted. To learn more read our press release here.

Yard waste, potted plants, soil, and other items cannot be moved out of the Japanese beetle quarantine area per chapter 16-470 WAC. This impacts residents in parts of Yakima and Benton counties. Community members can help prevent the spread of Japanese beetle.

Adults 

Adult beetles feed on leaves, flowers, and buds of plants. If you move plants, yard debris, and cut flowers you can spread Japanese beetles. The Japanese beetle adult flight season starts May 15 and lasts until October 15.  Cut flowers, plants and vegetation, and yard debris cannot be taken out of the quarantine area during this time. 

Larvae 

The larvae live in soil, so moving dirt can transport them to new areas where they will emerge as adults. Because they live in the soil all year long, soil is never allowed to leave the quarantine area, regardless of the time of year.

  • If you need to move soil outside of the quarantine area, please email plantservices@agr.wa.gov or call 360-902-1922 or 360-902-1874. 
  • If you have yard waste in the quarantine area, compost it on-site or take it to a free yard waste drop-off. 

Yard waste cannot be combined with other household garbage. If you have yard waste to dispose of from the quarantine area, take it to a free yard waste drop-off. 

YARD DEBRIS DROP-OFF


The yard waste drop off at 875 Bridgeview Road in Grandview is open. The yard waste drop off at 2525 S Emerald Road in Sunnyside is closed, but anticipates opening at a later date.
Yard debris from the quarantine area should be taken to a yard waste drop off site from May 15 - October 15, if not composted on site.

Soil can move freely INSIDE of the quarantine area. If you want to move soil outside of the quarantine area please email plantservices@agr.wa.gov or call 360-902-1922 or 360-902-1874. 
The quarantine zone is a specific boundary developed by Washington State Department of Agriculture based on trap catches of Japanese beetles and it's ability to spread. Yard debris can easily spread Japanese beetle.
Yard debris is not allowed to move outside of the quarantine zone in order to prevent the beetles from spreading. You can find the quarantine area on our Interactive Map here.
Potted plants, and plants with soil risk moving Japanese beetle eggs or larvae. They should not be moved outside of the quarantine area.
Quarantine boundaries are reviewed annually. WSDA may expand or reduce the quarantine area based on beetle catches. There is no known timeframe for how long the quarantine will last at this time. 
Backyard composting typically does not kill the beetle. Certain hot composting conditions could kill the beetle, but it is not always guaranteed. This is why all personal compost may not leave the quarantine area. 
No. If you see a Japanese beetle on your property or have other reason to believe your property or location is particularly hospitable to Japanese beetles and would like to have a trap placed on your property, contact WSDA.
  • From October 15 – May 15 you can dispose of soil-free yard waste in any legal manner. During this time frame, yard waste can be taken outside the quarantine area.  

  • Soil can never be taken out of the quarantine area. If soil cannot remain on-site, it can be taken to another legal area within the quarantine zone. If no other area is available, please contact our Plant Services program at plantservices@agr.wa.gov for additional guidance.

PROOF OF LOCATION

To use the drop off site, you will need to provide a proof of location for the yard debris. This can be done by showing proof of address

  • Bank or credit card statement, insurance policy or bill
