The Washington State Department of Agriculture (WSDA) Animal Feed Program regulates commercial animal feed including livestock feed, poultry feed, fish feed and pet food at the state level. The U.S. Food and Drug Administration (FDA) regulates animal feed at the federal level. The Animal Feed Program works with a Feed Advisory Committee and interested public who assist in making decisions regarding the program's activities.
Mission
The Animal Feed Program regulate the safety and integrity of animal food, to protect animal and public health and ensure market fairness.

The Animal Feed Program is a pro-active program. We successfully use partnership, professionalism, efficiency, and innovation to improve protection of the health and well-being of animals and humans. Our work supports a globally integrated food and feed safety system.

Chapter 15.53 RCW, regulates Commercial Feed (this includes pet food) manufacturing, labeling and distribution.
Chapter 16-250 WAC, regulates labeling requirements for animal feeds, except pet and specialty pet foods.
Chapter 16-252 WAC, Commercial Feed Rules - Pet Food and Specialty Pet Food regulates dog and cat food plus food for specialty pets.
Chapter 16-256 WAC, Commercial Feed Rules - Processed Animal Waste, applies to the manufacture of processed animal waste and are in addition to the rules found in Chapter 16-250 WAC.
Animal Feed Regulatory Program Standards (AFRPS) At a Glance:
The WSDA Animal Feed Program began implementation of the Animal Feed Regulatory Program Standards (AFRPS) in 2015. AFRPS is a set of national standards establishing a uniform foundation for the design, management, and improvement of state feed regulatory programs.
Our state Animal Feed Regulatory Standards builds a quality regulatory program which complements national uniformity and promotes program consistency through enhanced inspection training, stronger laboratory services, effective emergency reponse and community outreach.
