Apply for a Hemp Producer License

Applications are now open for the 2025 growing season. Apply for a license by registering your account and filling out an application. You will have to attach and upload a background check to the application. You can complete your background check at http://www.wsp.wa.gov/crime/criminal-history/

Upon completion of your application, you will receive an email with your invoice. Print that invoice and mail it to us with a check. Unfortunately, we can only accept payments by check at this time. 

 

Current Hemp Program Activities

Report: Hemp For Sustainable Building Materials
The WSDA was provided with funding from the legislature to study the viability of using hemp in sustainable building materials. The WSDA contracted with Greene Economics, who conducted interviews, focus groups, and research to identify challenges and offer solutions to support the development of the hemp industry. Hemp Processor Registration
In 2021, the Legislature passed ESB5372, creating a voluntary hemp processor registration. Hemp processors who would like to receive a registration certificate and be listed on the Hemp Program's list of registrants can apply using the Hemp Processor Registration Application form. Please email your form to hemp@agr.wa.gov. Checks can be mailed to the WSDA Hemp Program at the address listed on the form. WAC 16-306-055 is effective on January 15, 2022, and a list of registrants is available at the bottom of this page.

Delay in the Enforcement for DEA Registration of Labs Conducting THC Testing on Hemp
On September 21, 2021, a policy statement regarding the Washington State Department of Agriculture (WSDA) delaying the requirement for DEA laboratory registration for conducting testing of hemp was signed. There is currently insufficient capacity for testing of hemp in the United States. To allow the federal government sufficient time to work with industry to address this issue, the U.S. Department of Agriculture (USDA), and, therefore, WSDA will be delaying enforcement until December 31, 2025.
 
Implementation of the USDA Final Rule
On September 21, 2021 a policy statement regarding the WSDA implementing the USDA final rule was signed. The policy statement increases the 15 day sampling window to a 30 day window prior to harvest, it also provides remediation options for hemp that tests above the 0.3% THC threshold, and provides options for the inspection of hemp microgreens, seedlings, and clones,

  • A list of pesticides allowed for use on hemp can be found at Washington State University’s Pesticide Information Center OnLine (PICOL) Database at https://picol.cahnrs.wsu.edu/  
    Select “Searches” from the left-hand side of the home page, then select “Advanced.”
    In the “Add Search Term” box in the “Build Your Search” section, use the drop down to select “Crop.”  In the blank box to the right of the “Contains” box, type Hemp.
    Press “Submit Search.”  A list of pesticide products allowed for use on hemp will be populated in the next screen.  Clicking the “WA” hyperlink under the Labels header will display the product label

Common Products Developed From Hemp


The hemp stalk, which can reach approximately 15 feet, contains fiber and a hard, woody core that can be used for a variety of purposes. The hemp seed can be processed into oil and other foods. Some of the products that can be produced using hemp include:

  • fabrics and textiles
  • yarns and raw or processed spun fibers
  • paper
  • carpeting
  • construction and insulation materials
  • animal bedding
  • foods and beverages
  • body care products
  • industrial oils
  • cosmetics
Cannabinoid oils (like CBD oil) can not be sold in ingestible products in Washington State. This means CBD gummies, candies, tinctures, foods,beverages, joints, and vapes cannot be legally sold in Washington.
