Seed Labeling Permit

The seed labeling permit allows a seller of seed to label or re-label seed under their specific company name. It also allows for an annual review of labels to ensure compliance with state seed law.
The permit is required for any person labeling seed for distribution for sale in this state.

All applications are online with a portal called PISCES (Plant Inspection Services and Certification / Electronic System). First time applicants, contact the Seed Program by email to seedlabeling@agr.wa.gov or phone 509-249-6950 to set up a new account.

Renewal notification will be sent out annually in December by email to current permit holders.
New applicants without internet or computer access may request a paper application by 509-249-6950.
The permit cost is $20. In addition, the annual seed assessment will be due for the previous fiscal year of July 1 - June 30 for permits that are being renewed.

The general assessment charge is 11 cents per $100 dollars gross annual dollar sales in excess of $10,000 of agriculture and or vegetable seed in Washington.
A copy or an example of the label and include the minimum label requirements.

Applications without a label example are considered incomplete.
To process your permit application WSDA must have these two items:
  1. Completed application
  2. Payment in full for the application and assessment fee
One calendar year, expiring in December. It must be renewed by February 1st of the renewal year.
