Washington State Collective Experimental Use Permit
  What is the purpose of this permit?
A Washington State Collective Experimental Use Permit (cEUP) is required for all experiments involving pesticides that are not registered, and for all experiments involving uses not allowed by the pesticide label. This permit is issued to recognized research institutions, organizations, pesticide registrants, or persons licensed to conduct certain types of small-plot demonstrations and research activities when testing does not require an individual (terrestrial) experimental use permit (WSEUP) (AGR 630-4257) form and meets all conditions and restrictions for cEUP’s.
  What activities require this permit?
A written cEUP (AGR 630-4130) is required prior to distribution and use of pesticides for experimental screening purposes. The following types of experimental testing (activities) require an individual WSEUP and are not permitted under a cEUP:
- Pesticide applications to an aquatic or residential site.
- Tests involving more than one acre of land or large-scale tests under federal EUP.
- Federally restricted use fumigants and/or fumigants that meet the criteria of Toxicity Category I (e.g. DANGER signal word), post-harvest storage, or bee-hives.
  How do I apply and is there an Application fee?
You apply by completing an application AGR-630-4130 form. If you do not have access to the Internet, you may receive this information by contacting the telephone number or email listed below. There is no fee to apply for a collective experimental use permit.
  What are the general conditions for Collective EUPS?
- The person responsible for carrying out the provisions of the experimental use permit owns or leases the land on which the pesticide is being applied; or the person responsible for carrying out the provisions of the experimental use permit has received documented permission from the landowner or manager to conduct such activities.
- All treated human food or animal feed crops will be destroyed unless a tolerance greater than residues anticipated from the treatment or exemption from the requirement of a tolerance has been obtained from the Environmental Protection Agency (EPA).
- “Destroyed" means rendered unusable for food or feed or used for research purposes only.
- Any adverse environmental effects will be immediately reported to the department.
- Summaries of experimental results, date and method of disposal of treated food or feed crop (if applicable), and any adverse environmental effects resulting from the application shall be retained by the holder of the permit for three years and shall be submitted to the department upon request of the director.
- Pesticides intended for experimental use must be contained in secure containers, the labeling of which must present such precautions as are known to be necessary to protect human health and prevent unreasonable adverse environmental effects. Any unused experimental use pesticide that does not have a registered use in the state must be returned to the manufacturer or disposed of properly within three years of the conclusion of the experiment.
  Is the decision for my permit dependent on anything beside the information in my application?
Except as provided in RCW 17.21.203, a Demonstration and Research license is required to use or supervise the use of any experimental or restricted use pesticide when applied on small plots for research purposes.
  When will I receive my permit and how long is it valid?
WSDA takes action on collective experimental use permits within 7 days once all information has been submitted. The permit is valid until the stated expiration date, generally three years or less.
