New Press Release from the Governor

Emergency Food Assistance Program (EFAP) and EFAP-Tribal SNAP Response Funding
 
On October 28, 2025, Governor Ferguson directed nearly $2.2 million to support food banks if food stamps (SNAP) were not restored by October 31, 2025. Here is the link to the full press release. WSDA Food Assistance (FA) issued funding through its existing EFAP and EFAP-Tribal agreements on November 4, 2025.

WSDA FA issued 100% of these funds ($2,149,811) to 25 EFAP Lead Agencies/16 EFAP Tribal Agencies that in turn provide food/resources to 470 EFAP/38 EFAP-Tribal community-based food pantries, including pop-ups and mobile food pantries. The primary use of these funds is for the purchase of food to mitigate some of the harms caused by the federal government shutdown and get food to people in need as quickly as possible.  EFAP and EFAP-Tribal Lead Agencies are afforded maximum flexibility in determining what will work best for their community.

Civil Rights Language Update

WSDA Food Assistance (FA) TEFAP and CSFP annual civil rights trainings for frontline and non-frontline staff, volunteers, and managers have been revised.  All updated documents should be used immediately by participating TEFAP and CSFP agencies. For more information about civil rights training compliance, see the Annual Civil Rights Compliance Training Instructions.


WSDA Food Assistance Commodity Supplemental Food Program (CSFP) Client Intake Documents Have Been Revised. 

Participating agencies should use these updated documents immediately. Agencies with an alternate intake form must incorporate these changes.

SFY 2025 EFAP & EFAP-Tribal Data is now available! 

WSDA FA invites you to see the updated 10-year summary of EFAP and EFAP-Tribal client data. This data represents Food Assistance's largest collection of emergency food providers across the state.
Reduced State Audit Requirements for WSDA FA Programs for All Agreements - Clarifications

WSDA FA recently issued amendments and new agreements that included reduced state audit requirements that became effective 07/01/2025.  Since that time, we have received additional questions regarding this change and are providing the following Guidance Memo.

Updated - TEFAP Client Intake Forms

In a continuation of our work to reduce client access barriers we have made the following changes on both intake documents:
  • Address is no longer required
  • Signature field has been removed
Participating agencies should use these updated documents immediately:

TEFAP & CSFP Inventory Workbooks for FFY26 Available

The revised TEFAP Lead Agency Inventory Report and TEFAP Sub Agency Inventory Report are on the TEFAP Forms Webpage. Participating Agencies should use these updated documents unless otherwise instructed by their Lead Agency.

The  CSFP Lead Agency Inventory Report has also been revised and is ready for use. No changes were made to the CSFP Sub Agency Inventory Report. Both can be found on the CSFP Forms Webpage.

Also available is the 2025-2026 USDA Foods Price List.


Inventory Report Virtual Training Coming in November
 
Our Inventory and Logistics Team will host a virtual training session in November to cover the new features and updates to the TEFAP and CSFP Inventory Reports.

Resiliency Grants - SFY 2026 (July 1, 2025-June 30, 2026)

A full list of grantees has been published on our Food Assistance Resiliency Grants website. Meeting invites for grantees to the first required Info Session have gone out as well. Please check your inbox for that. Looking forward to gathering as a group and providing invoice training!

Food Assistance (FA) Core Programs Announcement
Food Assistance Core Programs filled the vacant Regional Representative position and is excited to share the updated Regional Representative county map. The updated map shows the point of contact for (most) Core Program Lead Agencies by County. Each Regional Representative is thrilled to support the Lead and Sub Agencies across their new region. 
Federal Nondiscrimination Statement Change
USDA has updated their "All Other Programs" Nondiscrimination Statement for federal programs. Organizations operating in Washington State are subject to both the federal and the state nondiscrimination standards, regardless of the source of funding. 
Resiliency Grants - SFY 2026 (July 1, 2025-June 30, 2026)
It was a highly competitive round with 259 applications submitted, totaling more than $43M in grants requested. The Resiliency Grants team awarded 105 apparent successful grantees for a total of $14M in grant awards. We would like to thank all the applicants for their submissions and the grant application reviewers, and we continue to be grateful for the tremendous work happening across the state to address food insecurity. The Resiliency Grants team is currently awaiting final language from our legal counsel for our Agreements before they can be sent out for execution to grantees. A full list of all grantees will be published on our Food Assistance Resiliency Grants website once Agreements are finalized. Below is a snapshot of the award allocation by region as well as the number of awards granted in each region.

Resiliency Grants FY25-26 Final Announcement: Resiliency Grants has received a final budget allocation of $14 million for fiscal years 2025–2026. While this is a significant investment, applicants collectively requested over $43 million in funding—underscoring both the high level of need and the highly competitive nature of this funding round. 

After thorough review and consideration, the Resiliency Grants team has established a maximum award amount of $200,000 per organization for this round. Compared to the previous maximum of $150,000, this adjustment allows us to support numerous organizations reaching all areas of the state. Minimum award amounts are $10,000. 

The RG Team will begin sending notification emails 8/15/25. Agreements are being created and will be backdated to 7/1/25.

We thank all applicants for their commitment and look forward to supporting a diverse range of projects in this upcoming grant cycle.

LFPA and LFPA Plus Total Grant Awards Summary: The total LFPA and LFPA Plus funding level is $11,806,813. The funding categories include $11,079,656.58 in pass-through grants to hunger relief organizations and tribes to procure local foods, $103,386.33 for Food Assistance(FA) staffing, and $623,770.09 for FA direct food purchases to be distributed to hunger relief organizations and tribes. In addition, FA provided $401,571.10 in pass-through grants funded by non-USDA sources to cover expenses that were not supported by these USDA grants.

LFPA, LFPA Plus, and LFPA25 Recap & Update: WSDA Food Assistance (FA) has been responding to numerous inquiries regarding the Local Food Purchase Assistance (LFPA) Cooperative Agreement with USDA, which was initially launched in 2022. There were three rounds that consisted of LFPA, LFPA Plus, and LFPA25.
On March 7th, WSDA received notification from USDA that while the LFPA and LFPA Plus funds and grant agreements would be honored, the “new” LFPA25 funding for 2025-2027 was officially terminated. WSDA is in the process of seeking a no-cost extension from USDA for Food Assistance LFPA and LFPA Plus grants through December 31, 2025.

TEFAP and TEFAP CCC Foods Update: WSDA Food Assistance (FA) has been responding to inquiries about the potential reduction in the amount of TEFAP Commodity Credit Corporation (CCC) coming into the system.  There has been a lot of news media coverage around this, and we wanted to provide you with additional information about this and what we are projecting for all TEFAP fund sources (Entitlement, Bonus, and CCC).
