Washington State Department of Agriculture regulates the storage of bulk fertilizers and pesticides. State rules establish uniform standards for fertilizer and pesticide storage. These rules were put in place to ensure that surface water and groundwater are protected. This page addresses the requirements for secondary containment for both fertilizers and bulk pesticides.

Who must comply with the rules?

Fertilizers

Anyone who:

  • Stores liquid bulk fertilizer in a single container of more than 500 gallons.
  • Stores undivided quantities of dry bulk fertilizer of more than 50,000 pounds.

Pesticides
