Commercial Fertilizers

The Washington State Department of Agriculture's Pesticide Management Division is responsible for regulating the labeling and distribution of commercial fertilizers. The Fertilizer Registration Program accomplishes this by registering fertilizers for distribution within Washington, maintaining license records for bulk fertilizer manufacturing and sales facilities, sampling of fertilizer products and through monitoring compliance with its secondary containment rules. 

"Commercial fertilizer" means a substance containing one or more recognized plant nutrients and that is used for its plant nutrient content or that is designated for use or claimed to have value in promoting plant growth, and shall include limes, gypsum, and manipulated animal and vegetable manures.  It does not include unmanipulated animal and vegetable manures, organic waste-derived materials, and other products exempted by the department rule.
