A commercial fertilizer that is derived in whole or in part from solid waste as defined in the Washington Department of Ecology's (DOE) Solid Waste Management Reduction and Recycle Act, Chapter 70.95, or in the Hazardous Waste Management Act, Chapter 70.105 RCW, or rules adopted thereunder, but does not include fertilizers derived from biosolids or biosolids products regulated under DOE's Municipal Sewage Sludge - Biosolids Act, Chapter 70.95J RCW or wastewaters regulated under its Water Pollution Control Act, Chapter 90.48 RCW.
