Dairy Nutrient Management is a water quality program.  The Dairy Nutrient Management Act requires all licensed dairies to develop and implement nutrient management plans, register with WSDA, and participate in a program of regular inspections.

*The Livestock Nutrient Management Program at WSDA is changing it's name to the Dairy Nutrient Management Program.

WSDA has been implementing the dairy nutrient management program, RCW 90.64, for six years now.  When the program switched from Ecology to WSDA in 2003, the intention was for a single animal feeding operations program at WSDA, including responsibility for the federal Clean Water Act CAFO permit. Due to a variety of circumstances,  legislation to move these other livestock responsibilities to WSDA did not occur. 

Although discussions about livestock and water quality continue,  the reality is that WSDA's authority is for dairies only.  Referring to the program with "Livestock" over the years has caused confusion over what authority we have and what work we are responsible for.  Rather than continue to qualify our work as 'not a program for all livestock, but the state's dairy water quality program', we are changing our program name.   Nothing else about the program is changing.
